I'm not sure if you mean "right time of the day" or "right time in your life". So I will take a shot at answering both.
As far as right time of day goes, I have heard lots of people do it in the morning to start their day. But I do it before I go to bed at night because i AM NOT a morning person, and because I won't get interuppted with everyone else in bed already. Knowing that I won't get interupted takes the pressure off and helps me relax.
As far as the right time in your life goes, I don't think there is a wrong time to start meditation, because of how incredible it is and all the benefits it has. I am a major success story with meditation (don't worry i'm not going to tell it). I started when I was so stressed over my job I was about to have a nervous breakdown, and the moral is that you shouldn't have to be totally stressed to start meditating. I have started several people meditating and they all are happier because of it.

Greetings According to me ,It’s beneficial to begin your meditation with yoga.quite a modern concept, enjoy some of the benefits of yoga , such as improved body awareness, coordination, and stress relief. Traditional yoga practice is definitely a grown-up activity. In Yoga Meditation, breath training is essential preparation for deep meditation and samadhi, on the path to Self-Realization. Breath is the bridge between the body and the mind. Regulate breath, and the body and mind will follow.

Best time is Sandhya time, when day and night meet.It is early morning, when the day breaks,or evening when the Sun sets.

. "The early morning hours are the best for meditation because at that time great forces of nature are sweeping through you and through that part of the world where the sun is beginning to shine. At that time all your own magnetic forces have been drawn back to you during the previous sleep and you have not as yet been drawn into the world's thought."
